The strength of the Republic is the wisdom of its tribes. – Hetman General Kanth Filmir YC128 was a prosperous time for the Thukker tribes of the Great Wildlands. In order to protect the influx of wealth from newly discovered Phased Fields, they voted to support an increase in Republic Fleet spending. One of the results of that spending was the development of a new Fleet Issue Talwar. Designed with assistance from Thukker engineers, the ship combines the stalwart fortitude of Fleet Issue vessels with the flexibility and efficiency that has made the caravans of the Great Wildlands uncontested within their homespace. Summary

The Talwar Fleet Issue shares its role bonus with the base Tech 1 Talwar, but has completely different ship command bonuses. The Talwar Fleet Issue has a substantial rate-of-fire bonus for small missiles, instead of the base hull's raw damage bonus. In practice, the Fleet Issue's rate-of-fire bonus yields higher sustained DPS, even with two fewer launcher slots. The base Tech 1 Talwar still has greater volley ("alpha") damage than the Talwar Fleet Issue, which may be relevant in some PvP scenarios.

The Talwar Fleet Issue also has bonuses to shield booster amount and small missile explosion velocity (this helps damage to apply to fast targets). An additional mid slot plus more durability, agility, top speed, CPU and powergrid round out the improvements.
